    The introduction of the steam-engine, railroads, and canals enabled the coal-miners during this reign to extend the supply of coals enormously. In 1792 the coal-mines of Durham and Northumberland alone maintained twenty-six thousand two hundred and fifty persons, and employed a capital of three million one hundred and thirty thousand poundsa very small amount of both people and money as compared with the workers and capital engaged in the trade since the expansion of the manufacturing and steam systems. The coal-fields of Durham and Northumberland extend to nearly eight hundred square miles, but the beds in Northumberland, Durham, Yorkshire, the Midland Counties, South of Scotland, and Ireland, are still immense and not yet fully explored. Fresh strata are discovered as steam power enables us to go deeper. In 1817 Sir Humphry Davy perfected his safety-lamp, which, by means of a simple wire gauze, enabled the miner to work amid the most explosive gases. These lamps, however, were not able to protect the colliers from their own carelessness, and most horrible destruction, from time to time, took place amongst them from neglect.

    But matters had greatly changed at Calcutta before this. Maclean did not present the letter of resignation till October, 1776; but, in September of that year, Colonel Monson had died, and, the members in the Council being now equal, the Governor-General's casting vote restored to him his lost majority. Hastings was not the man to defer for a moment the exercise of his authority. He began instantly to overturn, in spite of their most violent efforts, the measures of Francis and friends. He dismissed Goordas from the chief authority in Oude, and reinstated his "dear friend, Nat Middleton," as he familiarly termed him. He revived his land revenue system, and was planning new and powerful alliances with native princes, especially with the Nabob of Oude, and the Nizam of the Deccan, not omitting to cast a glance at the power of the Sikhs, whose dangerous ascendency he already foresaw. In the midst of these and other grand plans for the augmentation of British power in Indiaplans afterwards carried out by othershe was suddenly astounded by the arrival of a packet in June, 1777, containing the news of his resignation, and of its acceptance by the Directors. He at once protested that it was invalid, as he had countermanded the resignation before its presentation; but General Clavering, as next in succession, at once claimed the office of Governor-General, and Francis, in Council, administered the oath to him. Clavering immediately demanded the keys of the fort and the treasury from Hastings; but that gentleman refused to admit his own resignation, much less Clavering's election to his post. Here, then, were two would-be Governor-Generals, as Europe had formerly seen two conflicting Popes. To end the difficulty, Hastings proposed that the decision of the question should be referred to the Supreme Court. It is wonderful that Clavering and Francis should have consented to this, seeing that Impey, Hastings' friend, and the judge of Nuncomar, was at the head of that Court; but it was done, and the Court decided in Hastings' favour. No sooner was Hastings thus secured, than he charged Clavering with having forfeited both his place in the Council, and his post as Commander-in-Chief of the Forces, by attempting to seize on the Governor-Generalship. Clavering and Francis were compelled to appeal once more to the Supreme Court, and this time, to his honour, Impey decided in favour of Clavering. Clavering, who had been deeply mortified by his defeat, died a few days after this occurred, in August, 1777. By this event the authority of Hastings in the government was sufficiently restored, notwithstanding that Wheler generally sided with Francis, for him to carry his own aims.

    Street Level

    At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

    Community Level

    At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

    Government Level

    At government level we work to persuade policy makers that children living on the streets should be higher on India’s political agenda and that government policies should provide greater protection and opportunity for them

    The Ministry were now involved in a transaction which produced them a plentiful crop of unpopularity. The country was already highly disappointed by the character of the financial measures, and now saw them engaged in an attempt to gratify the domestic resentments of the Prince of Wales. We have already alluded to the[520] disreputable circumstances attending his marriage with the Princess Caroline of Brunswick. After little more than a year's cohabitation they separated, but not before a daughter was born. So long as the Pitt Administration continued, all offensive measures of a public nature were warded from the unfortunate princess. The king had always been her decided protector; but now the Whigs came in, who had ever been in alliance with the Prince of Wales, and that exemplary gentleman conceived hopes that he might rid himself of her. The public had been for some time scandalised by disputes between the prince and princess as to a proper separate allowance for her, and concerning the prince's endeavours to deprive her of the company of her own child; but, as he had not succeeded in taking away the infant, rumours were soon industriously spread that the princess, at Blackheath, was leading a very disreputable life. All that they could gather up or construe to the princess's disadvantage was duly communicated to the Duke of Sussex, and by the duke to his brother, the prince. In 1805 they had supplied their employer or employers with a most startling story of the princess's having been delivered of a son, whom she was openly keeping in her house, under pretence that it was the child of a poor woman of the name of Austin, which she had adopted. Immediate steps were taken privately to get up a case. On the 24th of May Lord Chancellor Erskine read the written statements to the king, who decided that a private inquiry should take place; that the house of Lord Grenville should be selected as the proper scene, and that Lords Erskine, Spencer, Grenville, and Ellenborough should undertake the inquiry and report to him upon it. This meeting and inquiry took place, accordingly, on the 1st of June. Romilly attended. The servants were examined, and appear, according to Romilly's diary, to have uniformly given the most favourable testimony to the conduct of the princess. Further: the reputed mother of the child, Sophia Austin, was examined, and proved that the child was veritably her own; had been born at the Brownlow Street Hospital on the 11th of July, 1802, and had been taken to the princess's house on the 15th of November, adopted by her, and had remained there ever since. "The result," says Romilly, "was a perfect conviction on my mind, and, I believe, on the minds of the four lords, that the child was the child of Sophia Austin." This affair of the Princess of Wales was not terminated till the end of January, 1807. When the report was laid before the king, he referred it to the Cabinet, and they advised him to send a written message to the princess, acquitting her of the main charge, but observing that he saw in the depositions of the witnesses, and even in her own letter to him, defending her conduct, evidence of a deportment unbecoming her station. The odium excited against the Ministry by these un-English proceedings was intense, especially amongst women, all over the country.
    At length the fated 1st of March arrived, when the Paymaster of the Forces arose amidst profound silence, to state the Bill. Lord John Russell's speech was remarkable for research, accuracy, and knowledge of constitutional law, but not for oratory. He showed that the grievances of which the people complained, in connection with the Parliamentary representation, were threefirst, the nomination of members by individuals; secondly, elections by close corporations; and thirdly, the enormous expenses of elections. Sixty nomination boroughs, not having a population of 2,000 each, were to be totally disfranchised; 46 boroughs, having a population of not more than 4,000, and returning two members each, would be deprived of one. The seats thus obtained were to be given to large towns and populous counties. In boroughs, the elective franchise was to be extended to householders paying 10 rent; in counties, to copyholders of 10 a year, and leaseholders of 50. Persons already in possession of the right of voting were not to be deprived of it, if actually resident. Non-resident electors were to be disfranchised, and the duration of elections was to be shortened by increasing the facilities for taking the poll. No compensation was to be given to the proprietors of the disfranchised boroughs, which was justified under the precedent of the forty-shilling freeholders of Ireland, who had received no compensation for the loss of their votes. The question of the duration of Parliaments was reserved for future consideration.

    "On account of the gravity of the question," says Sir Robert Peel, "and the smallness of the minority assenting to my views, I might perhaps have been justified in at once relinquishing office; but after mature reflection, considering that the rejection of my proposals was not a peremptory one by all of those who for the present declined to adopt them, that additional information might materially abate the objections of many, and that the dissolution of a Government on account of differences on such a matter as that under consideration must cause great excitement in the public mind, I determined to retain office until there should be the opportunity of reconsideration of the whole subject. That opportunity would necessarily recur at the latter end of this current month (November), when it was agreed that the Cabinet should again assemble. In determining to retain office for the present, I determined also not to recede from the position which I had taken, and ultimately to resign office if I should find on the reassembling of the Cabinet that the opinions I had expressed did not meet with general concurrence. I determined also, in order to guard against the mischievous consequences of failure in such an undertaking, not to attempt the adjustment of the question at issue unless there should be a moral assurance of ultimate success. It was most painful to me to differ from colleagues with whom I had hitherto acted in uninterrupted harmony, for whom I had sincere personal regard, and cordial esteem and respect founded on an intimate knowledge of their motives and conduct in the discharge of their respective duties."

    Early in the following year the mayor and the commanding officer, Colonel Brereton, were brought to trial for neglect of duty. The mayor was acquitted, as not having been adequately supported by the military; but Colonel Brereton's humanity led to the most painful consequences. His trial began on the 9th of January following, and lasted four days, during which, as the proofs against him accumulated, he was overwhelmed with agony of mind. On the night of the 12th he did not visit, as was his custom, the chamber of his two motherless daughters. He was heard walking for hours about his room during that night, and in the morning, when the court assembled, it was announced that the prisoner had shot himself through the heart.

    Why do children end up on the streets?

    Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.
